Flights were reauthorised (flying over new bases and testing sights) but continued to be tracked when flying over the soviet union's advanced defenses (some were able to continue undetected with RAINBOW modifications.
The USSR developed its own similar planes and practised trying to bring down a U2 - and fired its defences at any that went past.
After Sputnik's launch and the boasts of the USSR, most American media outlets publicised the idea of the missile gap. The missile gap was not real but, unable to reveal the source of the intelligence, Eisenhower knew that it didn't exist (they only had 30 intercontinental missiles). This contributed much to Kennedy's election campaign which promised to increase military spending, keep up the arms race and be tougher on communism.
