Germany re-started its submarine attacks against unnamed ships even though it had pledged to stop. U.S. President Woodrow Wilson asked the U.S. Congress for a declaration of war, and U.S. entered World War l.

This is Globalism/Nationalist because the reason why America entered WWl is that its submarines where being attacked which resulted in many of the Americans died. This is the "we come first" situation. America attacked because in a way it was being attacked.

This is hard-power because the US declared war on Germany because it was attacking America's submarines.
