NSC-68 was a classified policy paper presented to Truman following a four month examination of national security. It formed the basis of American militarisation in the cold war.
Given the Soviet Union's hold on China and development of nuclear weapons, it was important for the Truman administration to have an answer - increased military research (including the development of the Hydrogen Bomb) and spending and a determined containment of communism globally.
