Mexico originally was a member upon the General Agreement on Trade and Tariffs, an agreement to reduce tariffs. In 1994, the World Trade Organization was established, with Mexico joining. The WTO still utilizes the GATT text. The WTO establishes some guidelines for trade, but does not define specific rules. Mexico’s entrance into GATT, and subsequently the WTO, represented the entrance of Mexico into the world economy and a shift in policy from Import Substitution Industrialization towards acceptance of trade. In 2017, in response to US tariffs, Mexico began a WTO dispute with the US in response to Trump’s increase in tariffs.
