It seems that during the time of war and famine a group of Nephites had dissented over to the Lamanites. Now they began to stir up as many of the Lamanites as they could and formed a new secret band of robbers.
The leaders of this new band sought out the oaths of Gadianton, and organized their new band according to them. So, this new band also became known as Gadianton Robbers.

However, they operated differently than the previous band. While the original band had infiltrated the government and seized power through subtlety, this new band formed armies that raided and plundered the people. After each such attack they would retreat into the mountains, where they had secret fortifications.

Thus this new band became a separate people from the Nephites. They hid in the cracks and crags of the mountains, but were well organized and lead by a type of central government.
Now, instead of Nephites dissenting over to the Lamanites, both Nephites and Lamanites were dissenting over to the Robbers. In this way this new band of Gadianton Robbers increased in strength almost daily.
