The Estates General meets up at Versailles and discussed whether to vote by estates or by head, prepared cahiers (list of their grievances). The Estates-General consisted of representatives from each of the 3 Estates. They were an assembly that voted on changes in policy. Its main weakness was its inability for all 3 orders to agree on decisions of conflicting interests. A way for nobles to exercise some power, threatened authority of king in the past.
