Following the Second Schleswig War, Prussia promised to hold a referendum in the northern districts of Schleswig on whether to rejoin Denmark or not. However, this referendum never happened and Denmark was unable to pressure Germany into completing it.

However, following the signing of the Entente Cordiale in 1904, combined with the already established Franco-Russian Alliance, had Germany surrounded on two sides by threats. Germany feared that the British may attempt to get Denmark on the side of the Entente which would block much of the naval routes Germany possessed.

A deal with Denmark was struck to prevent this in 1906 that Germany would hold the promised referendum in return for the remainder of the Danish West Indies. Additionally, Denmark and Germany would enter a non-aggression pact.

The Refferendum occurred in 1908 in the four northern districts of Schleswig, of which only Haderslev would return to Denmark.
