The date is the day the conference started- After some political changes, the new leaders in the conference were Clement Attlee (UK), Truman (US), and Stalin (USSR). This conference was essentially for the purpose of putting the agreements they had made at Yalta to action. However, Stalin did have another secret objective as he wanted Germany to pay for what they did (reparations).
