His attempt to unify Germany was blocked by Austria and Russia

Austri/Prussian tensions rose about who would unite the Germans
- Austria would lose 1/2 their nation if Prussia led unification
- Prussia wanted to unite the northern German Confederation, but Austria wouldn't let them

BUUUTTT Prussia is in the Zollverein, and Austria isn't -- they have a good rapport established. Prussia is hoping that when the Germans decide they want to unfy, they'll want to unify with Prussia
