Descripción:

James Thomason (1805-1853) was was British Lieutenant-Governor of the North-Western Provinces in India. He pioneered many educational initiatives in India - such as a system of village schools, establishment of first Engineering college in Roorkee. His education proposals are as below:
1. the necessity of incorporating the indigenous schools in a national system of education;

2. the levy of a local rate for educational purposes and pay it a grant-in-aid from Government treasury. The funds thus obtained were devoted to the maintenance of schools known popularly as Halkabapdi schools

4. the creation of an Education Department

Initially only in 8 districts this plan was implemented.. Later proposal was sent to Dalhousie for approval.
