I think this is just Lincoln’s reconstruction plan, which was (1) to presidentially pardon most Confederates who took an oath of allegiance to the Union and the Constitution and accepted the emancipation of slaves and (2) to reestablish state governments as soon as at least 10% of people in that state took the loyalty oath
