One major cause was the demonstrations in Selma, as well as the voting rights march in Marion Alabama. Both of these movements encouraged Johnson to call for an expansion of voting rights legislation.

The law immediately lowered racial discrimination in regards to voting. The literacy tests were ended, and by 1967, more than half of African American residents were registered voters.
