Emperor Gnaeus Coruncanius Laevinus, having to settle outstanding debts incurred in wars with the Asmanids, turns to the Egyptian Ptolemic nobles for help rather than levy taxes on the people of Rome, whose goodwill his authority rests upon.

The egyptian nobles offer to settle the debts in return for full autonomy for Egypt. Laevinus reluctantly agrees, knowing the short term boon will lead to a long term shortfall, in the hopes that the banner of Rome will once again fly over Egyptian soil under the rule of another, more capable emperor.
