The Shah implemented programs of land reform and economic modernization in order to give himself more power by giving peasants land controlled by clerics. This allowed Khomeini, a leading cleric in Iran, to build up support for his ideas of political change among other clerics. He believed that there should be no separation between state and religion, and that Islamic principles should be upheld in Iran, which eventually led to the revolution toppling the Shah.
