Turned into int’l crisis, ppl in Japan regarded discrimination as direct insult; Press sensationalizes coming war, TR afraid that Cali would start war everyone else would have to participate in ; → TR invited entire San Francisco Board of Ed to white house; TR broke deadlock, Cali had to repeal school order to accept “Gentleman’s Agreement”;
