Thomas Jefferson always thought slavery was wrong and against basic rights, but only outlawed the importation of new ones during his presidency. Even though importing new slaves was banned, many were still smuggled in. This was an important step to trying to end slavery in America. It didnt really work though as later endeavors caused a demand for more labor.
