The French and British had been violating American rights, and Jefferson decided that the only way to end this was war or an embargo. He decided to go with the embargo,stopping all exports of American goods, but neither France or Britain yielded quickly as Jefferson had hoped. In fact, this embargo devastated the economy and revived the political appeal of the Federalist Party.
