With talk of southern secession, a compromise would have to be made to preserve the unity of the country. In order to make the south happy, Henry Clay, Daniel Webster, and Stephen Douglas created the Compromise of 1850, which strengthened the Fugitive Slave Act and provided it with federal government backing. This was a big victory for southern slave owners because it assured them that the government would preserve their right to own slaves in spite of the north. The compromise also allowed California to come in as a free state like the north wanted and ruled in favor of New Mexico, where there was popular sovereignty, over the slave state Texas. In the District of Columbia, it got rid of the slave trade to make the north happy but didn't abolish slavery completely there to make the south happy. Lastly, it made the rest of the land gained from the Mexican-American War into territories that allowed popular sovereignty which could benefit either side. While all of these changes did help fix some problems between the north and south, they also created some issues. The north felt that the federal help behind the Federal Slave Act was allowing the south to have jurisdiction in the north and thus usurp the right to have free African Americans. The south was likewise upset with the north, as the north now had an unfair additional free state and possibly more influence in the country's decisions. This caused fighting, as both sides found the other to have unjust advantages, and tensions continued to rise towards war.
