German pietism desired the Bible to be read by all. Prussian cameralism desired a population that was skilled enough to serve the state. While education was centuries old, mandatory universal education was pioneered by Prussia. There was a trend across Europe towards popular literacy, with rates of literacy increasing. The Prussian education system would eventually be emulated by many other nations.
