This treaty emerged from the Pleven Plan that was proposed by René Pleven, the French Prime Minister, in response to the American call for the rearmament of West Germany. It was meant to include West Germany, France, Italy, and the Benelux countries. The Pleven Plan and EDC were meant to prevent the military possibility of Germany starting another war or creating another conflict with the Soviet Union. A treaty was signed on 27 May 1952, but the plan was never put into effect. Instead, West Germany joined NATO.
