The Molotov Plan was the system created by the Soviet Union in order to provide aid to rebuild the countries in Eastern Europe that were politically and economically aligned to the Soviet Union.The Cold War Concept that matches this event is Sphere of Influence. This is because by rebuilding the countries that were already aligned with the USSR, the relationships between the countries are strengthened.
