Elected government of UML implements land reform recommendations of the early 1990s such as abolishing tenancy and lowering ceilings on landholdings. The recommendations were on trend with land reform attempts of King Mahendra in the 1960s. Action in response to Baburam Bhattarai's article reviewing Nepali agricultural system and the National Population Census which found 58.97% Nepal households own less than 0.5 hectare of land.
