John Calvin's Geneva was a city-state that became known as "The Protestant Rome" due to its religious significance. Calvin established it to be run by pastors, elders, and a ruler. It was a place where Calvinists could feel safe. It established a non-monarchial government in Europe which was one of the firsts of its time.
