In 1883, the British Colony of Queensland made an attempt to annex parts of the sparsely colonized island of Papua New Guinea. Though the British denied this attempt at expansion, they did themselves establish a protectorate over southeastern New Guinea.

The Germans, Sardinians, Dutch, and French also had desires for the island. To avoid conflict, delegates from the five nations met in Germany to carve up the Island.

The Dutch were granted continued ownership over the western half of the island under the terms of the 1848 agreement. The British were granted the southeast and the Germans were granted the northeast.

Sardinia gave up its claims to New Guinea in exchange for acceptance of the Aceh Protectorate. While the French were given the Southern Solomon Islands in exchange for ceding New Caledonia to the Dutch.

The French were additionally granted a protectorate over the Wallis and Futuna Islands.
