Delegates from each of the 13 colonies except from Georgia met in Philadelphia as the First Continental Congress to organize resistance to the Coercive Acts. The Continental Congress was based on the equality of all who participated and free debate. The First Continental Congress pass the Declaration of Rights showed that the colonies were still loyal to the British crown, but were against the British taxing them. The Articles of Association urged colonists to stop importing goods from the British if the Coercive Acts were not repealed by December 1, 1774. When these proclamations were passed, the First Continental Congress disbanded on October 26, 1774.
