S. 555 was introduced by Senator Daniel Inouye, a congressmen from Hawaii. They were also the President of the Senate from 2010 to 2012. They most likely introduced this law in order to provide more economic opportunities for Native Americans. Also, as a Hawaiian native, he may have sympathy towards native people of a land.
This law was made to protect Indian Gaming on reservations, and was intended to provide revenue growth to Native Americans on reservations, where economic opportunities has previously been lacking. This bill was considered by the Senate Committee on Indian Affairs.
