In 1965 the immigration and naturalization act abolished the quota system based on national origin. It established a new policy based on reuniting immigrant families and attracting skilled labor to the United States.The act allowed preferences according to categories like relatives of US citizens or thoses with skills needed in the US. Even though it abolished quotas it placed caps on per-country immigration. The new policy allowed entire families to uproot themselves and establish lives in America. In the following three decades more than 18 million legal immigrants entered the US.
