President Bush signed the No Child Left Behind Act in an attempt to provide equal educational opportunity for all disadvantaged minorities, including students in poverty, minorities, english-language learners, and students with disabilities (Klein, 2015). NCLB required 95% of children in each disadvantaged subgroup to participate in state testing in order to achieve the mandated “adequate yearly progress” goals (Klein, 2015). NCLB resulted in increased accountability for student achievement, but it decreased the ability for accomodation specialization, and flexibility in the classroom as teachers began to “teach to the test” (Klein, 2015). Today, NCLB remains very controversial with many individuals seeing it as a failure that institutionalized the learning process in a way that limited many individuals’ potential, particularly those with disabilities.
