The Handicapped Child Protections Act (HCPA) built upon the Education for All Handicapped Children Act of 1975 but also addressed children with disabilities ages zero to five. It ensured children with disabilities ages three through five are granted the same “free appropriate public education” they receive once they turn six under the Education for All Handicapped Children Act (Craft, 2016). The Act also offers Early Intervention programs for newborns and infants with intellectual or developmental disabilities. The families of these children are also provided with a Individualized Service Plan that maps out the services necessary for their child over the upcoming years (Craft, 2016). The HCPA also increased communication between parents, school administrators, and educators as it guaranteed parents the right to remain informed about decisions made regarding their child’s education (Craft, 2016). The HCPA further ensured the rights of individuals with disabilities laid out by the Education for All Handicapped Children Act and extended these rights to infants as well as individuals’ families.
