The declaration of Pillnitz was issued by King Ferdinand the II Kaiser of Prussia and the Hapsburg Holy roman Empire ( So the monarchs of Prussia and Russia). The aim was to restore the position of the King of France and to consolidate the basis of monarchical government. The agreement included the mobilization of troops to the protection of the French king and the clarification of the events in the case of resistance. Basically it was an invasion of France on its Kings behalf.
