The Clean Air Act was introduced by Kenneth A. Roberts, Member of the House of Representatives Alabama's 4th district from 1951 - 1953, and Alabama's at-large district from 1963 - 1965. The committee that considered it was the House Energy and Commerce. The bill was created to reduce acid rain and improve public health.
