After making Oregon able to be lived in, and California a state, the nation wanted to build a transcontinental railroad to get from one place to another. People knew that Congress would then have to settle on organizing the northern region. Stephen A. Douglas proposed a bill that stated that part of the land would be called Nebraska territory and make Kansas a southern state and Nebraska a northern state. He also proposed to undo the Missouri Compromise and make that area for slavery. Congress passed the bills on May 30, 1854.
