This amended the Migration Act to excise certain territories (among them Christmas Island) from the Australian migration zone. As a result of the amendments, a non-citizen who first enters Australia at an excised offshore place without legal authorisation is unable to submit a valid visa application unless the Minister for Immigration makes a personal intervention into the case.
