the report was submitted a full year after the invasion and admitted that before Japan invaded there was an inefficient and corrupt chinese government in the province and that japan had made major financial investments. It also explained the deatils of the invasion concluding that the invasion was not as japan insisted a result of wanting to protect manchurians from China's government and there was no obvious support for the new state. it recommended that Japan pulled out its forces back to the South Manchurian railway
