It happened between 1921 to 1933; the depression spread when Japan invaded China. Japan wanted more land since there was so many people in Japan. If the Chinese attack any area or property from the Japanese, they had the right to send troops and attack. That was Japan's excuse to be able to control Manchuria. They controlled the city, Manchuria with only 11,000 men. The league responded and did vote for the Japanese to leave Manchuria. Instead, Japan left the league.
