The nationalization of church land was the first step in state control of the church. On July 12, 1790, the national assembly adopted a civic constitution for clerics, placing clerics under the control of the government. Clerics are required to take an oath of allegiance to the priesthood's civil constitution, which essentially requires clerics to recognize the supremacy of the French government over the Pope.
