The Meiji constitution was established as a gift to the people, alongside a new legislature (diet). The reason of this was to make Japan a more modern country. The Meiji also renovated the education, making it more like the one in Germany, the military strategies, making them similar to the ones in France, and the naval forces, making them similar to the ones in Britain.
