- signed by Britain, France, the US and the USSR
The Soviets conceded:
- unimpeded traffic between West Berlin and the FRG
- recognised West Berlin's ties with the FRG
- the right of West Berliners to visit East Berlin
However, West Berlin still wasn't legally part of the FRG.
