The Treaty of Washington, which Americans fishing rights in Canadian waters and the use of Canadian canals and the St Lawrence River, never happens. This is both because of worse Anglo-American relations, and the US having very little to offer. IOTL, they gave the British and Canadians access to Lake Michigan and rivers in Alaska.
