Emperor Augustus liked to remind the population that he brought peace to an area of unrest after the period of Julius Caesar, it is also a propagandistic monument - dedicated to his role as peacemaker, and his own personal glory
e.g. in text of a Greek altar that is similar, this is a Roman adaptation of an earlier Greek model
