Monument commemorates Augustus' return to Rome after the Civil War, and his establishment of firm Roman rule in Spain and France

Emperor Augustus liked to remind the population that he brought peace to an area of unrest after the period of Julius Caesar, it is also a propagandistic monument - dedicated to his role as peacemaker, and his own personal glory
e.g. in text of a Greek altar that is similar, this is a Roman adaptation of an earlier Greek model
