In an interview with the Open Society Foundation, Pavlovsky said he likely first met Putin in 1991, based on a line in one of his journals: “Putin – president?”

He next remembered meeting him in 1998, shortly before Putin was made head of the FSB.

Recalled Pavlovsky in a 2017 interview: “He was not very impressive or expressive... I really lost him among other government officers in the administration... He always tried to stay in the shade, and he was silent most of the time.”
