The 14th Amendment was ratified following the Civil War, and consists of four sections. The first section grants citizenship and its privileges to all people born in American soil and guarantees due process of law. The second section overrides the 3/5 Compromise and makes representation for the House based on the whole population of the state. It also guaranteed full voting rights to all males over the age of 21. Section three prevented former confederate leaders from becoming government officials on any level unless congress makes a 2/3 vote to allow it for each individual. Section four prohibits the payment of debts to the confederacy and compensation to former slave owners that lost their human property.

Following the amendment that abolished slavery, the 14th Amendment was composed to give those freed slaves the rights of full citizens and keep the southern states from gaining power. This demonstrated the United States' power over former Confederates and prevented loopholes around the 13th Amendment.
