According to Pilleo da Medicina, it was in 1182 that the communal authorities tried to forestall a migration of doctors from the city by exacting an oath from them that they would not teach elsewhere for two years. This measure was not entirely effective and was certainly contrary to the the spirit of the Habita. However, the commune persisted, and in 1189 the jurist Lothario of Cremona was required to take a similar oath. Thirty-seven years later this oath was considered sufficiently important to be included in the Registro grosso, in whose pages Lothario appears in distinguished company among the counts and nobles, clans, castles, and minor communes which had been compelled over the years to make their submission to the Bolognese commune.
