Kaiser Wilhelm's government had lost much of the country to strikers and rioters. The Kaiser was at the army HQ, and the officers there were refusing to support him.

His ministers told him that the only way to restore order in Germany was for him to abdicate. He abdicated, and that night, went into exile in Holland.

In the Reichstag at the time was Scheidemann (SPD MP). He proclaimed to the hordes of peaceful and violent protesters in Berlin that the Kaiser had gone and that there was a new German Republic. He asked for peace, fearing the communists who were about to declare their own government.

The Kaiser's chancellor handed over his job to Ebert (SPD leader).
