On February 5th, 1937 President FDR announced that he would adjust the Supreme Court to 15 judges to essentially make the Supreme Court more effective. This announcement immediately became controversial and critics saw it as a power move by Roosevelt to be able to pass more of his New Deal policy. The Senate shut down the plan and Roosevelt lost a lot of popularity because of this move and only had two appointees ever put on the Supreme Court after that to move his policy forward.
