Mikhail Gorbachev was general secretary of the Soviet Communist Party. He implemented new economic changes these changes were called perestroika and glasnost, and ultimately brought an end to the Cold War. But, his actions also led to the downfall of the Soviet Union. Gorbachev also caused President Reagan's famous "Mr. Gorbachev, tear down this wall!" speech.
