No tribe officially owned the middle of the Indian Territory, which many settlers had been attempting to settle on since the beginning of the 1880s.
In 1889, the government decided to allow people to settle there if they filed a homestead. At noon on the 22nd April 1889, people gathered around the border and rushed across to file claims to land.
This shows how the government gave away land because of the pressure of settlers.
