When Congress adopted the Tonkin Gulf Resolution, it granted the US president Johnson broad military powers in the Vietnam war. This allowed Johnson to take any powers he deemed necessary to secure the peace in Vietnam and keep the peace internationally. This gave the president the ability to have a major influence on the war, more power than they have ever had in the past.
