Deng knew that China's industry required technical expertise and a major change in China's education system. Deng made reforms to the education system:

- Private universities were allowed
- Chinese students were encouraged to travel west for education. Students would bring back their knowledge of Western technology and manufacture to China.
- Research institutes that Mao had closed were reopened.
