The more reforms Deng Xiaoping enacted, the more opposition from many Conservative elders, especially Chun Ye. Despite this Deng pushed on was starting to allow small-scale privatizations and started to decentralize allowing local governments more freedom to experiment with their policies. While there were many good things happening, the state was still massively inefficient and corrupt, these fits of anger over this led to a Conservative backlash and more importantly the Tiannenman Square Protests of 1989 which killed thousands and ousted key reformers such as Hu Yaobang. This almost ended his reform effort in the ealry 90's yet he stood his ground and reaffirmed his leadership.
